Pakistan's threats to conduct airstrikes on Houthis, who have been attacking Saudi Arabia, as part of the Mecca Pact could be nothing more than a bluff. It could, at best, be about sending a message across to Iran, which holds the strings to the Shia rebel group in Yemen.
